Run the proposed process manually for four weeks with clear owners and measures. If it changes every week, custom software will encode confusion. If stable and common, evaluate SaaS. Custom development is stronger when the stable workflow creates real advantage.

Include adoption cost, not only licence or development cost. A simpler tool used consistently is more valuable than a powerful system that needs constant founder enforcement.
